Europe is measuring microplastics before it limits them, and the water cooler market has a head start

EU drinking water law keeps a watch list of substances it has not limited yet. In March 2024 the Commission published one agreed method for measuring microplastics, to support adding them to that list later. PFAS ran the same course and became a hard limit in January 2026. For point of use and instant tap operators, an agreed test turns filtration from a sales line into a checkable claim.

Europe keeps a list of chemicals it has not limited yet. It is called the drinking water watch list. It is one of the most useful documents in this industry, and almost nobody in it reads the thing.

Water dispense is the rental and servicing of drinking water machines. There are three formats. BWD is bottled water dispense, coolers fed by 15 or 19 litre bottles. POU is point of use, machines plumbed into the mains. ITS is integrated tap systems, boiling and sparkling taps built into a counter.

What the watch list actually is

The list sits in Article 13(8) of the recast Drinking Water Directive, Directive (EU) 2020/2184. It names substances that worry scientists or the public. Each one gets a guidance value and an agreed test method, and no legal limit at all.

The first list was adopted on 19 January 2022. It holds two endocrine disruptors. 17-beta-estradiol has a guidance value of 1 nanogram per litre. Nonylphenol sits at 300 nanograms per litre. The Commission also required a test method that does not cost too much to run.

Read the order of events and the point becomes clear. Europe agrees how to measure something first. The limit lands later, once member states have comparable data. The measurement is the announcement.

Microplastics have a method and no number

Microplastics are not on the watch list yet. In March 2024 the Commission adopted a delegated decision anyway. It lays down one harmonised method for measuring microplastics in drinking water.

The Commission is blunt about why. The method replaces fragmented national approaches so member states can gather comparable data. That data, in its own words, "will support the future inclusion of microplastics in the official watch list."

So the measuring stick for microplastics exists. The rule does not, yet. That gap is the window.

PFAS already ran this course

PFAS is the worked example. Per- and polyfluoroalkyl substances are the so-called forever chemicals. They moved from public concern, to an agreed method, to a hard number.

Since 12 January 2026 European drinking water has carried two binding limits. PFAS Total is capped at 0.5 micrograms per litre. Sum of PFAS is capped at 0.1. Operators who built a filtration story around PFAS three years early were ready. The ones who waited for the number spent this year answering questions they could not answer.

Why this lands on the machine

POU and ITS are sold on treatment. The pitch is simple. We take your mains water and make it better. Right now that claim is hard for a customer to test.

One agreed European method changes that. A facilities manager can ask for a before and after number. Two suppliers can be compared on the same basis for the first time.

That cuts both ways. It is a risk for operators making loose claims about what their filters remove. It is an opening for the ones whose filtration does real work, because proof becomes possible. Mains-fed machines are also the growing half of the European fleet. In our own database the mains-fed segments carry the strongest forecast growth to 2029. The number of machines sitting downstream of a regulated test point rises every year.

The filter and the machine sit under different rules

Here is the part most operators miss. Article 11 of the same directive applies from 31 December 2026. It pulls materials that touch drinking water into a single EU system. The Commission calls it "one standard, one test, one market". A transition period runs to the end of 2032.

Filter media and water treatment chemicals are carved out of that system under Article 12 and stay under national rules. So the housing and the tap head towards one European certificate. The cartridge inside stays a country-by-country question. A pan-European operator ends up with one rulebook for the machine. It has more than twenty for the part that does the filtering.

Where bottled sits

Bottled supply follows a different thread. Recognised natural mineral water is outside this directive and has its own regime. Spring water is not exempt. Water put into bottles for sale has to meet the directive up to the point of compliance. That point is the tap.

Two identical 19 litre bottles on the same cooler can sit under two different rulebooks. It depends on how the source is classified. Bottled dispense still has clear jobs to do, on construction sites and in buildings with no usable mains point. The classification question is worth knowing before a customer asks it.

What to do with the head start

The practical move is small and cheap. Run a baseline. Sample a representative set of sites now, using the method Europe has already published. File the results.

Say a limit lands in two years. The operator holding three years of its own data writes the compliance story instead of reacting to it. Filtration claims stop being marketing copy and become a documented position.

Watch lists are slow, and that is the point. They hand a market a lead time that most sectors never get. The operators who use it will be selling proof while the rest are still selling adjectives.
